First
plenary meeting of the Balkan Environmental Regulatory Compliance and Enforcement
Network
The Balkan Environmental Regulatory Compliance and
Enforcement Network (BERCEN) held its first plenary meeting in Budapest,
Hungary, on September 9, 2002. The BERCEN national network coordinators and
deputy network coordinators, the representative of the European Commission
DG Environment/AC IMPEL, and the representative of the Regional
Environmental Center for Central and Eastern Europe (REC) and the BERCEN
Secretariat participated in the event. (See list

The plenary meeting was co-chaired by the representative
of the DG Environment/AC IMPEL, and the REC/BERCEN Secretariat.
The plenary meeting discussed and agreed to an agenda
(680-KByte PDF file) that focused on the current and possible future activities of BERCEN (700-KByte
PDF
file), the experiences of IMPEL and AC IMPEL, national achievements in
enforcement and compliance, conclusions of the regional needs assessment
report and network
recommendations. The event was summarised in the meeting
report.
