Extraordinary plenary meeting of the Balkan Environmental Regulatory Compliance and Enforcement Network for Accession (ECENA) The Balkan Environmental Regulatory Compliance and Enforcement Network (BERCEN) held its extraordinary plenary meeting in Sofia, Bulgaria on March 18th, 2005. The BERCEN National Network Coordinators and Deputy Network Coordinators, the representative of the European Commission, and representatives of the Regional Environmental Center for Central and Eastern Europe took part in the event. (See List of Participants). The plenary meeting was co-chaired by the EC DG Environment representative and the BERCEN Secretariat. The following documents were discussed during the plenary meeting based on the adopted agenda: Environmental Compliance and Enforcement Network for Accession (ECENA) Terms of Reference. Format and Guidelines for country presentations on national key achievements in environmental enforcement and compliance PPT and instructions in PDF. Amended Terms of Reference for the Peer Reviews scheduled to be executed in 2005 – 2006. Presentation on the draft scope and location of the next ECENA Training for Environmental Inspectors and Permit Writers.
