The findings of the Regional
Report on the Level of Environmental Compliance and Enforcement in the
BERCEN Member Countries emphasise that the first step in developing
a better understanding of enforcement and compliance should be an exchange
of information on the inspection systems presently in use. The main objective
of the exchange programme is therefore to further develop the capacity
of the enforcement agencies through the exchange of experience among the
merged IMPEL member countries and the BERCEN member countries.
The specific objectives are:
- to bring together environmental inspectors to exchange
experience on environmental enforcement and regulatory compliance;
- to collect information for the case studies on how
the BERCEN member countries carry out inspections and to see how the
exchange of information could improve those inspections;
- to provide a forum for regional exchange of experience
and information among the stabilisation
and association process countries and the European Union accession
countries;
- to help BERCEN member countries reach a level of proficiency
that will allow them to actively participate in, and contribute to,
IMPEL projects; and
- to improve bilateral cooperation between enforcement
agencies in the region and beyond.
The Ministry of Foreign Affairs of Norway is funding two
exchange programmes:
- First exchange
programme on November 27 - 30, 2002, in Brijuni, Croatia
- Second exchange
programme on April 8-12, 2003, in Veliko Tarnovo, Bulgaria
Funded under the Programme for Community Assistance for Reconstruction,
Development and Stabilisation (CARDS):
- Third exchange
programme on October 19-22, 2004, in Prague,
Czech Republic
