Background

In the framework of the EAP Task Force Work Programme, the Central and Eastern Europe (CEE) Environmental Funds Network has been organising annual meetings since 1996, providing a forum for informal discussions on issues important to the funds' strategic development and functional operations. The major objectives of the annual meetings were to assess the progress in implementing Work Programmes of the Funds Network to address key principles of the St. Petersburg Guidelines and to identify areas in which further institutional and expert development would be helpful. The fourth meeting of the network was organised jointly by OECD and the Regional Environmental Center (REC) in Bled, Slovenia in September 1999. This last meeting provided a forum for discussions of performance reviews of selected funds and identified priority issues to be addressed by the next CEE Environmental Network Work Programme.

To maintain the continuity in networking among CEE environmental funds, the fifth annual meeting of the network will be organised in the framework of this project. The agenda for the fifth annual meeting will be developed after consultation with the European Commission, OECD and the CEE Funds Network, reflecting the actual needs of the countries involved.

Moreover, up to two study visits to selected funds and up to two regional mini-workshops will be organised (agenda and other details to be decided at the Fifth Annual Network Meeting).
