Objective:

the Environmental Fund Network will be organised within the framework of the EAP Task
Force Work Programme.

Studies and Publications
Guidelines and Review of the Procedures and Policies of the Environmental Funds
Objectives:

These guidelines will combine an
analysis of the current situation of Environmental Funds in light of the St. Petersburg guidelines with the potential role of
Environmental Funds in the future. In particular, the study will
focus on the following: |

(1) Improving fund performance
standards through the whole project cycle in view of St.
Petersburg guidelines; |

(3) Developing early strategic visions
for the funds with respect to their potential role after the
country's accession to the EU and impact of the EU legislation on
the state aid to the environment. |
Target Date
To be published by the end of 2001
Comments:
The question of state aid (ie. 'community guidelines on state aid for
environmental protection') and Article 87 of the Amsterdam Treaty, and the
issues of channeling foreign sources of revenues and coordinating with
International Financial Institutions will also be examined.
Sourcebook of Environmental Funds (Update)
Objective:
The sourcebook update will serve Environmental Funds managers,
governmental officials and a wider audience that includes project
developers and financial institutions as a reference guide for reviewing the
performance of Environmental Funds in a consistent and comparable way.
