At the local level, 12 local pilot projects addressed specific problems related to land use, waste management, and other issues. They also promoted public participation and the Aarhus Convention through capacity building and training on topics related to it, and public participation in specific or strategic decision making. Each pilot was about six months long and was implemented by local NGOs. Most involve building relationships between the public, civil society, and local administrators so as to facilitate public participation in specific cases and build best practices which can be translated across counties.
