Improving the Practices of Public Participation:

Next Steps in Implementing the Aarhus Convention


 


Country activities of Serbia

  • A workshop will be organized and guidance material developed for the practical implementation of public participation procedures regarding the new environmental laws and the provisions of Aarhus Convention to support the improvement of the capacities of national and municipal level administration. The target group of the two interconnected activity are the local, municipal level decision makers, while the first one will be an in practice exercise the development of the guidance materials will assist officials with a hands on tool in their daily work. The main topic will target issues that municipal administration representatives can encounter with regard to their obligation connected to public participation requirements of the EIA, SEA and IPPC. The draft of the guidance material will be discussed during a round table meeting.

  • Capacity building for NGOs through workshops and development of a brochure that would enable the civil society to have a better understanding of the implementation process of new environmental laws, there mechanisms for public participation as well as the Aarhus Convention provisions, while supporting them with knowledge about the tools and opportunities that these newly adopted legal instruments provide. The Brochure will be published in a user friendly language and will be illustrated with concrete examples for the wide public to enable them for being able to be involved in the environment related decision making processes. The draft of the brochure will be discussed during a round table meeting.

  • Assessment study will be prepared on the present status and conditions for PRTR in Serbia, followed by the discussion and dissemination of findings among relevant involved authorities and other stakeholders. In order to enable a few selected representatives of national administration that will be involved in the process of developing supporting policies and processes of such a pollutant register, a study tour in the Czech Republic will be conducted. Thus they will have a better understanding and knowledge of the specifics structure and functioning of a PRTR register, will have the opportunity for exchange of experience and will ensure the insight into a model implemented in the CEE region. In order to ensure large dissemination of the experiences and transfer of knowledge, the presentation of the study tour results will also be accomplished.
