Country activities of Montenegro
- Capacity building trainings will be organized
covering the issues related to public participation within EIA for representatives
of local authorities and NGOs, and SEA (physical planning) targeting
representatives of ministries, municipal administration and NGOs
in order to assist improvement of their skills. Agenda will focus on
increasing know how, sharing practical mechanisms and element that promote
dialogue, build cooperative approaches while considering specifics of
national conditions. It is planned to have a practical approach so that
it would directly relate to situations that participants can encounter
during Public Participation process within EIA, SEA.
- Preparation of an implementation Guide in
relation to the Aarhus Convention covering all 3 pillars taking
into account the local specific conditions. In will target the legal
departments of the ministries involved in the implementation of the
Convention, judges and the Ombudsman office.
- Assessment study on PRTRs, followed
by a round table discussion that would conclude in establishing the
main ideas of the steps needed for establishment of the register as
structure. In order to ensure large dissemination of the knowledge and
to enhance the considerations for establishment of such PRTR, a multi-stakeholder
workshop will be held for discussing and the dissemination of findings
among relevant involved authorities and other stakeholders.
- Study tour in the Czech Republic for 3-5 selected
representatives from the authorities involved in the PRTR topic will
be organized. The study tour will build up the know-how and
explore models and experiences to lead to a pilot application in country.
