Improving the Practices of Public Participation:

Next Steps in Implementing the Aarhus Convention


 
Country activities of Kosovo (territory currently under interim UN administration)
  • Assessment of gaps and needs with regard to the practical implementation of the Convention at local level will be prepared. The draft document and its findings will be discussed in a roundtable meeting. The draft and a set of recommendations will be finalized based on the input and comments given by the meeting.

  • A Handbook will be prepared with focus on assisting the representatives of the local authorities regarding development and application of mechanisms and tools on active and passive information dissemination and public involvement of the environmental decision making activities. The draft will be debated during a roundtable meeting that will serve as ground for collecting feedback from its final beneficiaries that are the national and local level authorities. Ensuring that civil society will have a say to reinforce its practical use, NGOs will be attending as well. The final draft document will be used when designing the agenda of capacity building workshop and training activities for local authorities introducing the participants the Handbook, discussing he issues covered and the examples for practical implementation and finally to collect the comments before finalization. (The materials developed under the above activity will also be used.)

  • Workshop will be held for the high level decision makers (Parliamentary commission on environment, Ministry of Environment, Department of Justice, Office of Good Governance) that have a major influence while legislative instruments are under preparation and revision so that harmonization with the Aarhus Convention principles is being promoted. The workshop will identify and discuss the obstacles and their possible solutions both for infrastructure and practice needed for the implementation of the principles of Aarhus Convention. The workshop will use the materials developed under the assessment of gaps and needs with regard to the practical implementation of the Convention.

  • Training seminar for NGOs that are members of the Aarhus Coalition forum, with purpose to provide knowledge, improving skills and share of good practice while cooperating with local authorities on the access to information, public participation and access to justice practices given the challenges of diverse initiatives within the local authorities.
