Improving the Practices of Public Participation:

Next Steps in Implementing the Aarhus Convention


 
Country activities of Bosnia and Herzegovina
  • Direct support for the ratification of Aarhus Convention through national consultations as a process, organizing workshops targeted for high level officials and other stakeholders that promote and prepare the ratification of AC acceptance and implementation. Preparation of a gap analysis on horizontal legislation and a work plan that would target and support the steps to be taken in this regard.

  • Strengthening the capacities of public authorities which act on local level by organizing training seminar to enable them to provide environmental information in passive and active way and in a format and style proper for the public perception. The participants for the capacity building seminar will be selected from the responsible persons for relations with the public, on municipal level. Besides the issues related to information provision, the public involvement aspects in local level environmental decision making will be also added on the agenda and will be presented through concrete cases so that participants would gain practical knowledge and get familiarized with easy at hand mechanisms.

  • Assessment study on PRTR will be prepared which would show directions for further activities in order to provide structures, scope of the work and the analysis of the competent bodies to be involved in PRTR Protocol implementation. It would be followed by a round table discussion that would conclude in establishing the main ideas of the steps needed for establishment of the register as structure and agreement upon a work plan to be followed.

  • Assist the process of development of cooperative attitude between local authorities and NGOs as well as other local partnership between authorities and NGOs, as well as other stakeholders that have a local interest. Roundtable discussion and networking activities will be conducted among the targeted groups using also the Aarhus Convention provisions.

  • Multi-stakeholder dialogue (including representatives of the business sector) through roundtable discussions and seminars will be held with the main purpose to inform the wider public on their rights to access information on environmental status and pollution, the opportunities to participate in decision making process and the benefits of their input in such a process. The dialogue will contribute to an easier communication and information exchange within 3 communities which will be selected. Findings, lessons learned and recommendations will be disseminated.
