Country activities of Albania
- Assessment of gaps and needs for further steps
with regard to the implementation of Access to Justice pillar of the
Convention. Study will be discussed in roundtable and completed
after that, summary of it will be produced and disseminated. Based
on the material a Capacity Building workshop will be organized
for future judges, prosecutors, legal counselors and lawyers of Magistrate
school, discussing the priorities identified by the assessment using
presentation of case studies and exchanging views on what could be the
future steps.
- Capacity building trainings with the scope
to improve the usage of practical tools and mechanisms of Access to
Information and Public Participation in the local level decision making
that relates to the environmental issues. Targeted participants
are representatives of local authorities, local institutions in charge
for environmental protection, local institutions for health protection.
It will have inter-linkages with LEAP projects for 6 municipalities
in the Korca Region and will assist to improve the capacities of local
officials and other stakeholders.
- An assessment study on PRTRs, followed
by a round table discussion that would conclude in establishing the
main ideas of the steps needed for establishment of the register as
structure. Study tour will be organized to the Czech Republic for 3-5
selected representatives from the authorities involved in the topic.
The study tour will build up the know-how and explore models and experiences
to lead to a pilot application in the country. In order to ensure large
dissemination of the knowledge and to enhance the considerations for
establishment of such structure, a workshop will be held.
- Improvement of active information dissemination
of the Ministry of Environment within its Information Department by
producing information materials and web page restructuring as well as
links with the Center for Electronic Communication.
- Development of a Brochure for local authorities
on good practice examples related to Access to Information and participatory
methods on local planning and environmental management.
