Promoting environmental mediation
as a tool for public participation
and conflict resolution


Objective

This project explores the use of mediation and other conflict resolution processes in the environmental sphere and in the field of public planning. The project’s primary outcome is a collection of valuable case studies that illustrate efforts made to employ these techniques in Central and Eastern Europe.

Activities

The project team collected relevant case studies with a view to conducting a comprehensive analysis of how mediation and other collaborative, resolution processes work in solving environmental conflicts. The team is drafting lessons learned and developing “quality criteria” for implementing environmental mediation procedures.

A workshop directly related to the collected cases and practical experience of the participants took place in January 2007 in Hungary, as a forum for exchange of experience on environmental mediation. The workshop is geared towards the establishment of a network of persons and institutions involved in environmental mediation (and linking to existing networks) and defining priorities for follow-up-projects and other activities. The workshop will give a good overview of the benefits, principles and practice of using environmental mediation procedures for conflict resolution and include a specific practical session for developing skills in this regard.

Prospects

The project team intends to continue and deepen the international exchange of information. Several activities are planned, such as developing and delivering training courses tailored to the needs of new member states and other Central and Eastern European countries, as well as developing handbooks and guidance materials in local languages. The target groups for the trainings will likely be municipalities, communities, non-governmental organisations, lawyers and the business community.

The long-term objective of the project is to build and strengthen networks that make it easier for experts in the field to exchange their experiences in putting these techniques into practice in the region and in Western Europe as well.

The project is carried out in close cooperation between the Environmental Law Programme and Public Participation Programme and the Austrian Society for Environment and Technology (OeGUT).
