New grants for NGOs: CEE, NIS and Denmark

This August, the REC's NGO Support Programme began implementing a new 18-month-long pilot project designed to enhance cooperation between non-governmental organisations (NGOs) from Denmark, Central and Eastern Europe (CEE) and the New Independent States (NIS). Through the generous financial support of the Danish Environmental Protection Agency, the project's primary aim is to stimulate partnerships between Danish, CEE and NIS environmental NGOs to work on common environmental issues on a local and regional scale. The project will also financially support NGO activities by providing grants for local and regional cooperative NGO projects.

The project intends to develop new networks and to support the transfer of skills, resources and knowledge between Danish, CEE and NIS NGOs. It will allow Danish NGOs to increase their activities in the CEE and NIS regions, and will also enhance CEE and NIS NGO expertise related to international, trans-boundary issues and the South East European Regional Environmental Reconstruction Programme (REReP).

A Partnership Service will be established by the REC and Denmark to assist NGOs from Denmark, CEE and the NIS in finding partners, transferring know-how and experiences, defining priority environmental issues and supporting the implementation of local and regional projects.

Local NGO projects will be financially supported by a Small Grants Programme for activities in the following areas: public participation, biodiversity, and a general category that will be defined on a country-by-country basis, with emphasis placed on EU accession issues, national priorities - and in the case of NGOs from South Eastern Europe, contribution to the REReP.

During the first phase of the project, local NGO projects will provide general information to Danish NGOs on local environmental problems that could serve as a basis for establishing future cooperation. The Partnership Service through REC country offices will assist NGOs in finding an appropriate Danish partner for the duration of the project.

A Region-Wide Cooperative Grants Programme will financially support the regional cooperative NGO projects; geared to promote cooperation between NGOs from CEE, NIS and Denmark and provide solutions to cross-border or region-wide environmental problems. The Partnership Service will provide support for a Danish project partner search.

Both grant types will be awarded through a competitive "call for tender" that will be announced by the end of September 2000. Additional calls for tenders for small grants will be announced by the end of the year and in the beginning of 2001. A special Cooperation Request Form in the format of a "concept paper" will be included in the text of the Call for Tender. All interested NGOs are invited to participate in the project.
