The following projects were implemented in the fiscal year of 2000/2001. (April 2000 - March 2001)
 
  Project Title Summary Description
1. Follow-up Technical Assistance & Public Awareness Campaign, Fier City, Albania Technical assistance was provided for conceptual hydraulic design and specification for a sewerage system in Fier city. An international consultant - CH2M Hill -produced The Conceptual Design Report for the sewerage system in Fier covering also a sewer maintenance and cleaning programme. A Tender Document for Sewerage Upgrades was also produced for the benefit of the local administration in Fier for the benefit of the Fier local administration and the Ministry of Environment of Albania.
2. Follow-up Technical Assistance & Public Awareness Campaign Siauliai City, Lithuania Under the public awareness part, three TV programmes were prepared on the respective subjects of medical, technical hazardous and household waste management and were broadcasted in the weekly environmental programme “DNR” between October 2000 and January 2001 on the national TV channel. A leaflet on household hazardous waste management was published and a workshop on waste management issues was organized for teachers involved in the national project School Agenda 21.A Teacher's guide on sustainable consumption and waste management was prepared for this event.
3. Follow-up Technical Assistance & Public Awareness Campaign, Veles City, Macedonia The technical assistance on the follow-up project was supplied by Krüger International Consult in the form of two feasibility studies on pollution prevention/abatement by applying cleaner production principles in the MAP/NPK plant of the fertilizer complex and the caustic cadmium plant of the smelter complex, respectively. A two-day workshop for 24 participants from 8 local NGOs and a series of discussion meetings were organized for the public awareness part and covered the topics of project planning, proposal writing and project implementation. 6 grants were awarded in two rounds on a competitive basis to best public awareness project proposals prepared by NGOs. Seven TV shows, two TV spots for local TV channels, two radio spots for local radio stations, two posters, three leaflets, a brochure and 6 issues of a bulletin all focussing on quality of environment and environmental problems in Veles were delivered through the NGO grants to different audiences in Veles.
4. Strengthening Cooperation on the Environmental Management Implementation in Bulgarian and Macedonian Industries Two workshops for representatives of 15 major polluting companies from Bulgaria and South-East Macedonia were organized in order to share experience with major EMS implementation steps, integration of the ISO 14001 and latest/forthcoming legislative requirements as well as approaches regarding public access to environmental information. Support was provided to the establishment and implementation of a corporate EMS under ISO 14001 at the Bulgarian company ELMA AD in Trojan and basic documentation was developed. A series of meetings was conducted between the Institute for Standardization in Skopje and Macedonian companies regarding exchange of experience with official adoption of ISO 14001 in Macedonia. A database of companies introducing EMS and potentially interested in establishment of a corporate EMS was compiled.
5. Environmental Audit for Selected Industries, Daugavpils City, Latvia An introductory seminar on cleaner production, waste minimization and environmental management systems (EMS) was followed by environmental audits in 5 selected local enterprises and the Daugavpils Central Hospital which identified main environmental problems. Environmental Action Plans were developed for each of the 6 participating organizations.
6. Capacity for Climate Change The project focused on work with NGOs in 6 selected countries of the CEE region. Grants were awarded to NGOs on a competitive basis for preparation of reports on assessment of best practices in policies and measures in a selected sector within their respective countries to support their national governments in the climate negotiations. Partner NGOs also elaborated outreach strategies and completed surveys on the capacity needs related to the national systems in their countries. Two meetings of the Advisory Committee were organized as well as regional workshops for partner NGOs.
7. Development of Environmental Law and Policy in BiH A manual for development of Local Environmental Action Plans (LEAP) based on internationally adopted methodology and recommended by the Institute for Sustainable Communities was modified in order to reflect the specific B&H circumstances and translated into the local language. Based on the manual, three LEAP workshops were organized in three B&H municipalities for representatives of local government, public services, main industries, educational institutions, local NGOs and media. Due to delays in implementation, the project has been extended into the next fiscal year.
8. Public Support for Water Conservation in Fieri, Albania The project aimed at raising the awareness of general public and local government for conservation of water resources. A public awareness campaign on wise use of drinking water was supported through announcement of NGO grants on a competitive basis The implementation of the NGO projects continues into the next fiscal year.
9. Environmental Headline Indicators for Economies in Transition - A Case Study for Three Baltic States A case study was drafted for testing a set of headline indicators with the relevant data from the CEE. The study was reviewed during an assessment workshop by about 50 participating experts from the three Baltic states as well as from international organizations. A set of limited and therefore manageable headline indicators was proposed based on the case study and reviewed by the same workshop. It was concluded that the headline indicator approach is an important tool for communication vital information about the environment to politicians as well as to general public.
10. Early Implementation of Aarhus Convention in Lithuania Two workshops were organized in order to teach Lithuanian NGOs how to access and actively request environmental information in the framework of the Aarhus Convention. An official translation of the text of the Convention was provided as well as several leaflets on relevant topics. Two roundtable discussions were organized involving representatives of the Government, the Parliament, NGOs and municipalities. Typical register of environmental information available at municipality was developed as well as environmental business database and database of informational resources of main ecological organizations in Lithuania. A social survey for more than 3,000 respondents was carried out in 3 major towns on public awareness of the waste management problems.
11. Improving Energy Saving and Energy Efficiency in Macedonia A four-day “Training of Trainers” seminar for 14 representatives of the Macedonian industry, governmental agencies and energy utilities was designed and delivered by an expert from the Czech republic. The seminar participants received information about energy use, energy efficiency and energy savings in different economic sectors and about technical measures and policy instruments available in this field. Furthermore, a 45 minutes radio programme was broadcasted on Macedonian national radio station discussing project objectives and benefits of the project for the Macedonian economy. Grants were awarded on a competitive basis to energy saving/efficiency projects carried out by environmental NGOs. The project has been continued into the next fiscal year.
12. Training of Young Environmental Leaders in Central and Eastern Europe In the time frame of the project, 33 fellows graduated from the training programme and out of those 18fellows from 14 different countries were financed from this grant. For each session, there was a three-week training period that included workshops on the REC's activities, the role of NGOs in civil society, environmental management, international NGO cooperation, proposal writing, project management, and computer applications. During this period the fellows also participated in field visits to well-established NGOs.
13. SOS - Strengthening the Information Society A position paper advocating benefits of electronic tools for enhancing access to environmental information was prepared and presented to the meeting of the Aarhus Convention Signatories. A Task Force was established on this issue and REC played a leading role in identifying future priorities at its meeting in Arendal, Norway. A survey on use of electronic tools was carried out in 16 countries of Europe and CIS which identified 35 case studies on this topic. A compendium of case studies was printed in 200 copies and distributed throughout the UNECE region.
14. Environmental Media Service 11 issues of the Green Horizon sheet were published and distributed electronically to more than 500 subscribers and posted at the REC web site. Each issue highlighted unique events or general activities of different environmental stakeholders. The project staff provided critical information in real time to journalists from the region free of charge in order to strengthen the environmental component of their reporting. A Media Source database of environmental journalists and news organizations from the CEE region was compiled containing more than 1000 English speaking environmental experts from the region. A directory of more than 500 governmental institutions with environmental responsibilities in 15 CEE countries was compiled.
15. The CEE Envirnmental Progress Report The project aimed to produce a report evaluating the effectiveness and impact of environmental policies in CEE over the past 10 years. A tailor-made methodology was selected using both standard and new indicators allowing for presentation of information from each country in a uniform way. The project team decided to prepare a new concept assessing deeper environmental performance of individual sectors and tied closer with economic development patterns. Instead, relevant portions of the speech of the REC Chairman of the Board given at the 10th Anniversary of the REC in June 2000 was spiral bound.
16. CEE Environment Report Two issues of the REC quarterly Bulletin were produced and distributed to nearly 5,000 stakeholders and to many more through the freely accessible REC website. The information covered latest environmental issues, developments, emerging trends, policies, processes, stakeholders and information sources. The recipients were governments, NGOs, international organizations and businesses, media and general public in the CEE region.
17. On-line Information Module on Sustainable Cities/CEE An on-line information module primarily for environmental decision makers working for municipalities was prepared. The module is structured into 64 web pages (around 90 A4 pages in printed form) covering a wide range of issues in an easy-to-understand language. A printed promotional brochure containing a summary of the module content was produced in 3,000 copies and distributed to local governments, funders, project partners and other stakeholders in the CEE region.
18. Waste Water Management for Fieri District, Albania Grants were awarded on a competitive basis to four NGO projects in Fieri facilitating involvement of local communities in monitoring of illegal discharges into the sewage system, raising public awareness on health effects of water pollution as well as on conservation of drinking water. Implementation of the NGO projects goes into the next fiscal year.
19. Low Cost Waste Water Technologies in CEE A survey on cleaner production, pollution prevention, waste minimization and EMS activities was performed in galvanic industries in four countries in Central Europe (so called Visegrad 4). Another survey focused on reed bed wastewater treatment installations and suppliers. Further activities encompassed preparation of an initial environmental review in two selected galvanic workshops in Hungary, preparation of relevant feasibility studies for new (additional) wastewater treatment as well as investigation of financial conditions for investment including a survey among potential credit institutions.
20. Meeting of High Level Officials on “Transport Sustainable for Environment and Health”, CEE The workshop brought together officials from the ministries of transport, environment and health from 14 CEE and three CIS countries as well as representatives of international organizations. The countries involved identified a number of common needs and priorities and put special emphasis on support for the public transport in CEE. The officials also supported the idea of negotiation of a Framework Convention on Transport Sustainable for Environment and Health which would establish sustainable transport as a pan-European priority. 
21. Approaches to Strategic Environmental Assessment in Central and Eastern Europe A workshop for representatives of 15 CEE/CIS governments as well as observers from UN ECE and UNDP was organized. Participants presented case studies that indicated a set of common priorities in the development of the national SEA systems. Furthermore, the participants discussed and adopted a work programme for the Sofia EIA Initiative for 2001-2003 based on three components: i) regional SEA workshops, ii) informal CEE consultations on the future SEA Protocol to the Espoo Convention, and iii) support to pilot SEA projects. The workshop highlighted importance of environmental assessment of Trans-European Transport Networks.
22. Regional Workshop/Pilot Testing Urban Environmental Management EMS “Train-the Trainers” Resource Kit A regional workshop addressed the development and implementation of an Environmental Management System (EMS) in local authorities and municipalities. The workshop provided the forum for the further improvement of the training materials and for discussion on the wide-scale EMS methodology dissemination in the world, including Central and Eastern Europe. It also focused on a role of the REC and its Country Offices in the EMS training programme.
23. Environmental TV Commercials, Hungary A 26-second animated TV spot was produced on the topic of waste management which is to be shown on Hungarian national TV channel during peak viewing times. The spot raises awareness of “average” citizens about their possible contribution to the solution of communal waste generation problem. Copies of the spot will be sent to local TV channels throughout Hungary for further broadcasting. Intentional use of minimum text in the spot will facilitate distribution to other REC target countries as well.
24. Emergency Programme for Aukstrakiai Hazardous Waste Dumpsite, Lithuania A technical/detailed design and a tender documentation for the management of Austrakiai leather industry waste landfill were prepared. The implementation goes into the next fiscal year.
25. CEE/Skillshare Workshop Municipal Waste Management, Poland A workshop for 13 NGO representatives, local authority officials as well as local leaders motivated to work in and with their local communities was organized. The participants got acquainted with „The Tidy Town Programme” - a model of community action plan successfully tested in Poland. The workshop facilitated sharing of information on problems related to public involvement in waste management in 13 CEE countries.
26. Tisza Grants Grants were awared for Hungarian environmental NGOs for activities related to public awareness raising and mitigation of the Tisza River cyanide spill.
