Responsible organisations:
Municipality of Siauliai City, "TOKSIKA" Ltd. hazardous waste
management enterprise.
Description:
Leather processing involves generation of a heavily contaminated liquid
waste, considered to be extremely hazardous due to the abundant presence of
heavy metals. Leather factories in Lithuania, built to supply leather
products for the whole former Soviet Union, used to dump waste into an
uncontrolled site in Aukstrakiai, in the vicinity of Siauliai City.
A feasibility study provided for:
- identification of hazardous waste flows in terms of
quality and composition;
- assessment of existing leather processing technologies
and recommendations for introduction of cleaner technologies;
- immediate measures to defuse ecological dangers of the
Aukstrakiai dumpsite;
- economic, managerial and legal aspects of the "TOKSIKA"
enterprise;
- financial planning and investments proposal for project
implementation.
Objectives:
Introduction of cleaner production to the tanneries: attainment of
significant waste and pollution reduction; sound hazardous waste management
system through introduction of the "TOKSIKA" enterprise's
operations.
Issues addressed:
Cleaner technologies, liquid tanneries waste treatment, dumpsite remediation
and financing.
Results achieved:
The liquid tanneries waste, by means of cleaner production, will be
transformed into semidry material for depositing in the controlled landfill.
The environmental threat of Aukstrakiai dumpsite was eliminated by the JSF
pilot project's measures. In addition, the conceptual design of the "TOKSIKA"
hazardous waste management site was produced. Co-financed training of
leather technologists, hazardous waste operators and managers was
implemented.
Financing:
REC/Japan Special Fund, Danish Environmental Protection Agency.
