Rehabilitation and Management of a 
Community's Water Utilities, Albania

Description:
The performance of the water supply and sanitation sector in Fier City, Albania is particularly poor. Under-investment in urban water supply and sewerage, and inadequate resources for proper maintenance, have resulted in system breakdowns, unavailability of water and urban environmental degradation. The JSF project in Fier addressed the rehabilitation of water supply and municipal wastewater system issues.

Objectives:
Restoration and management of existing water sources, pumping, treatment and distribution system. Rehabilitation and conceptualisation of municipal wastewater collection and treatment before discharge into the River Gjanice.

Issues addressed:
Upgrading of drinkable water distribution networks, water metering, wastewater collection and treatment and clean-up of the River Gjanice.

Results achieved:
Technical aspects of the city's water and wastewater utilities networks rehabilitation has been elaborated, as well as plans for the work and economic estimates. The institutional aspects of utilities management, and legal recommendations, were presented. The World Bank supports investment plans for implementation.
