Outline

Through this project the Italian Trust Fund supports REC capacity-building efforts in Central and Eastern Europe (CEE) in order to absorb funding from the European Union and other sources. This will assist countries in the region in complying with EU terms and requirements of the environmental acquis, as transposed to national legislation.

As a result, project opportunities will be identified and a specific set of projects will be selected for further development. It will then be possible to solicit funding for either project implementation or full feasibility-study development.

This project will facilitate contacts and effective partnerships in CEE countries for Italian public and private institutions and experts that have an interest in working in the region, but would otherwise have difficulty to do so.

This project will be implemented in Bulgaria, Poland, and Slovenia. Since Poland and Slovenia are slated to become European Union Member States in 2004, the programme in those countries will be designed to develop partnerships and projects that can be undertaken through funding available to EU countries – most probably INTERREG, Structural Funds, and the Cohesion Fund, and any others identified during the research.

Since Bulgaria will not join the EU in 2004, the conditions for developing environmental investment projects will be different there than in Poland and Slovenia. The program in Bulgaria will build upon work in the water sector that is currently being implemented with ITF support and numerous Italian experts.
