The implementation of the United Nations Framework
Convention on Climate Change (UNFCCC) and the Kyoto Protocol requires precise knowledge of the actual level of
greenhouse-gas emissions, and
that all changes are reported, monitored, tracked and registered.
Establishing and maintaining such a national system and registry will
be a Kyoto Protocol requirement, as well as eligibility criteria
for participation in the mechanisms.
Case studies are being conducted in six countries
(Czech Republic, Hungary, Latvia, Slovenia, Romania and Poland) in order to collect information
on the required elements and structure of national registries. In
particular, the studies are looking at:
- which national conditions support (or hinder)
implementation of a national registry (i.e. existing climate policy, existing monitoring systems, legal framework, state of electronic
data processing etc.);
- which different options are available to build a national
registry (i.e. a general and completely integrated system, separate registry systems
and individual systems) and, for each option, how the system will be
structured and which institutions would need to be involved; and
- what recommendations can be made for steps the country can
take in order to prepare for implementation of the national
registry -- including the required human, institutional and financial resources.
