Scope
The scope of this study is to identify the feasibility of
extending the Regional Environmental Center for Central and Eastern Europe's
(REC) activities to Turkey by examining the legal, organisational
and financial implications of the initiative.
Objectives
The objectives of the study are presented below:
- Objective 1 - Assess the specific needs of environmental
stakeholders in Turkey by focusing on areas relevant to REC services.
- Objective 2 - Determine the appropriate legal status
in Turkey to be sought by the REC.
- Objective 3 - Identify the financial basis for
future REC activities in Turkey.
- Objective 4 - Prepare a feasibility study —
the background document for developing a work plan for REC activities.
Methodology
The study was conducted via:
- direct exploratory methods — fact-finding
missions, which included meetings, interviews and roundtables with relevant
environmental stakeholders;
- reviews — a literature review on the state
of environment in Turkey; and
- expert advice — a legal review on registering
the REC in Turkey commissioned to a specialised attorney at a law firm
in Turkey.
Expected
outcomes
The expected outcomes of the study are:
- an overview of the state of environment in Turkey that
includes a presentation of environmental stakeholders in Turkey and
a list of main environmental challenges to be addressed by the REC;
- an overview of legal options for registering a REC
office(s) in Turkey; and
- a report incorporating the aforementioned overviews,
as well as the legal, structural and fundraising framework for REC activities
in Turkey, followed by a work plan for REC activities if the REC's board
of directors approves the mission.
