Mission

The environmental policy area of the EPLI Programme contributes to regional, European and global environmental processes by promoting the use of innovative policy instruments.

The programme exists to promote the integration of environmental concerns, including nature conservation aspects, into sectoral policies and supports the EU accession process in Central and Eastern Europe (CEE).

The programme coordinates and contributes to the implementation of international mandates given to the REC as secretariat of the sub-programme for CEE of the Task Force for Implementation of the Environmental Action Programme for Central and Eastern Europe (EAP Task Force) and as the Secretariat of the Task Force for Implementation of the Regional Environmental Reconstruction Programme for South Eastern Europe (REReP) under the Stability Pact.
 

What We Do

  • Promote the integration of environmental concerns into sectoral policies such as transport and rural development;
  • Integrate environmental and economic policies through efficient use of economic instruments;
  • Promote the use of strategic environmental assessment in sectoral and regional development policies and plans;
  • Support environmental reconstruction and institutional strengthening in South Eastern Europe;
  • Develop effective environmental investment strategies at the national level and support for strengthening state environmental funds;
  • Facilitate and support the protection of shared natural resources;
  • Exchange experience and expertise for effective environmental policy development and implementation;
  • Reflect specific CEE concerns in the drafting and negotiation of international legal instruments and strengthening of implementation and enforcement.

 
How We Do It

  • We gather in-house and region-wide expertise to contribute to international environmental policy making within the EU accession, Environment for Europe, and Rio processes.
  • We draft and disseminate policy recommendations, guidelines, progress reports, and discussion papers.
  • We assist governments with transposition of EU legislation into national policies and provide support and advice to the development of national legislation.
  • We contribute to capacity building at the governmental level.
  • We supply comprehensive secretariat support to governmental initiatives.
  • We organise and host international meetings and workshops.
