The Workshop on the Capacity-Building
Needs in the Implementation of the UNFCCC and the Kyoto Protocol
in Countries with Economies in Transition (EIT) and Turkey took
place on October 26-27, 2005 in Budapest.
The Netherlands Ministry of Housing, Spatial Planning and the Environment (VROM) kindly provided the necessary funds for the workshop.
The main goal of the workshop was to assess the
state of preparedness of the countries to comply with the UNFCCC
and the Kyoto Protocol (KP) requirements since the Kyoto Protocol
entered into force in February 2005 and the first commitment period
(2008-2012) is approaching.
Participants of the workshop were mainly governmental
officials, but also included observers from NGOs and businesses.
They came from Turkey and EIT countries, with different geopolitical
backgrounds, namely new EU member states, EU accession/candidate
countries and NIS Annex I countries.
The workshop revealed that the states of preparedness
for compliance are different, but there are many similarities, concerns,
tasks, common needs and interests among the different geopolitical
groups, not to mention inside the groups themselves.
Among the most common capacity-building needs were
the need for the technological and methodological advice, the need
for sustainability in the national experts’ preparation, and
the necessity to learn how to combine international and European
reporting requirements.
The results of the workshop were made public through
the REC’s website. They were also presented at the side event
organised by the REC Climate Change Programme at the COP 11/MOP
1 in Montreal, Canada.
