I thought the idea for a model community is a good one. Personally as a person who is a city lover I think it is crucial to develop more sound and comfortable ways of designing our urban areas. However, I would stay away from models in the sense of planning as it usually smacks of government control (which is probably not so desirable to CEE as it is to the UK). I would look to some form of charter or guidelines, plus concentrate on how to improve already exisitng areas (most cities will stay with the urban pattern they have now and not be rebuilt). What might be more palatable is the idea of sustainable communities or the use of "quality of life indicators". One last thought I had was that there should be tight controls on green belts, to prevent urban sprawl. The reuse of brown field sites needs to be encouraged. This will mean that transport systems will have to be integrated (cars are not much use) and will prevent more road system development the case wil urban sprawl (like in many American and WE cities). Controls on out of town shopping develoments is another problem (see Budapest for example). Just a few points, don't know if they are any use. Robert NGO Support & CB Programs ext 406
