1. Purpose of the paper
The Regional Environmental Center for Central and Eastern
Europe (REC) was established in 1990 at the initiative of the governments of
the US and Hungary, and the Commission of the European Communities. In the
12 years of its existence, the REC has been developing with the region and
continuously adapting to new circumstances. The 29 signatories to its
charter represent a partnership between the highly industrialised market
economies of the north[1]
and 16
countries in transition from Central and Eastern Europe (CEE).
[2] The forthcoming accession of a number of CEE countries to the EU
will present a historical milestone and may require adjustments by the
international institutions and organisations active in Europe.
The Board of Directors of the REC has initiated a
strategic discussion within the organisation and with the most important
stakeholders about the post-accession role of the REC. This paper summarises
the views of the Board and the management of the REC, resulting from the
extended meeting of the Board on June 7-8, 2002. Its purpose is to stimulate
further discussions within and outside the organisation in order to receive
feedback from the REC’s clients on the future demand for its services,
which in turn could contribute to the strategic development of the
organisation.
