This side event seeks:

to share the experience and results gained
from implementing local environmental action programmes (LEAPs) throughout
Central and Eastern Europe, the Caucuses and Central Asia;

to illustrate cases where a LEAP can
be an effective tool for implementing national programmes, requirements
of the European Union and other international commitments (e.g. the
Aarhus Convention); and
|
| • |
|
to explore possibilities for cooperation
and networking.
|
We look forward to active participation from representatives
of the ministries of environment responsible for EU integration and cooperation
with local authorities, non-governmental organisations working with local
authorities, and representatives of sub-national governments.
A brief presentation will be given on the methodology
behind the LEAP model and its evolution over the past ten years. The REC has
invited practitioners and community representatives to reflect on their
experiences and benefits from undertaking LEAPs. The panellists will focus
on ways to make the LEAP model a more useful tool for communities.
The LEAP methodology follows closely the principles set
down in the Environmental Action Programme for Central and Eastern Europe
(1993, Lucerne). The elaboration of LEAPs has been strongly advocated by the
EAP Task Force in
Central and Eastern Europe, the Caucuses and Central Asia, and supported by the
many national ministries and international donors (especially USAID and
USEPA) participating in the Environment for Europe process.
Although the
Kiev conference does not explicitly incorporate the sub-national governments
into its proceedings, the references to sustainable planning, urban
management, partnerships between government institutions, economic actors
and civil society - key elements of LEAPs - are frequently referred to in
the Kiev Assessment Report (session on day 1). LEAPs may also figure into
the agenda of the Future of Environment for Europe Process for discussion on
possible elements of the ministerial declaration (session during day 2).
