Since 1998, the Regional Environmental Center for Central
and Eastern Europe (REC) has functioned as Secretariat of the Central and Eastern Europe (CEE)
sub-programme of the Task Force for Implementation of the Environmental
Action Programme (EAP). Its activities are based on three pillars:
- environmental policy/national environmental action
plans;
- environmental financing; and
- environmental management in enterprises.
The CEE sub-programme assisted the European Union
enlargement process and facilitated the transfer of know-how to its
beneficiaries. The activities were extended to all accession countries,
including Cyprus, Malta and Turkey, subject to available funding.
The process of EU enlargement has been the biggest
driving force for environmental improvement in CEE. The experience
gained from the approximation process provided a significant learning
opportunity for all countries involved. The EAP Task Force was uniquely positioned to contribute to the
enlargement process by developing innovative approaches to environmental
policy-making and financing, and by transferring experience and
expertise.
The REC is preparing over thirty documents (Category II and
III) for the forthcoming conference in Kiev.
