Scope of Work
The new REC Country Office Montenegro will open its doors on July 1, 2006. Following the political dissolution of the Union of Serbia and Montenegro, and with the proclamation of the independent Republic of Montenegro, REC Field Office Montenegro (which was part of REC Country Office Serbia and Montenegro) is henceforth its own country office.

The new REC Country Office Montenegro carries out its work in Montenegro as an international organisation, following the bilateral agreement signed by the REC and the government of the Republic of Montenegro in April 2004.

REC Country Office Montenegro follows the REC’s mission to assist in solving environmental problems through the promotion of cooperation among country’s main stakeholders (government, businesses, non-governmental organisations and other environmental stakeholders), and through support of public participation in environmental decision making and free exchange of information.

REC Country Office Montenegro anticipates that its host country will takes its place among democratic and developed Europe society by implementing the principles of sustainable development, partnership, and shared responsibilities and integration of environmental protection policy into other sectoral policies.

REC Country Office Montenegro follows the REC’s strategic goals, taking into account the previous specific circumstances of the Union of Serbia and Montenegro and now the new independent Montenegrin state within the pre-accession process to the EU. The strategic goals of REC Country Office Montenegro are:

  • to implement sustainable development in practice and support the country’s development on the merits of its proclaimed Ecological State of Montenegro in 2001;
  • to provide a neutral platform for dialogue, networking and cooperation among stakeholders and partners in the country, and across borders;
  • to continue to play a major role in the reform processes in the country as an independent organisation implementing a successful model of governance, international legal status in Montenegro, quality of work and diversified funding;
  • to provide high quality, demand-driven and innovative services to the country’s stakeholders, aimed at the greatest environmental benefits for Montenegro and the world; and
  • to continue the organisation’s proactive development, thus enabling the delivery of its mission in Montenegro’s rapidly changing contexts of political, social and economic reconstruction.

Main Projects
Since the establishment of the Project Office-Skadar Lake in 2000, then Field Office Montenegro in 2004, and most recently Country Office (July 2006), the REC in Montenegro has been implementing projects (2000-2004), previously managed merely by REC CO SCG staff, as well as new ones initiated in 2005 and 2006. Information on most of the projects could be found in the REC SCG Compendium of Achievements 2001/2004), while information on new ones will be published in the near future. The following list represents the projects that FO/CO Montenegro has initiated and continued to implement in the period of 2000-2006 and beyond:

  • Support to Hazardous Waste Management in South-eastern Europe: Potential for Regional Cooperation
  • Capacity building of the Ministry of Environmental Protection and Urban Planning of the Government of Montenegro, Development of cooperation between Hungary and Montenegro on the fields of Environment, Nature and Water Protection, Hungary ODA
  • Trans-boundary Cooperation through Management of Shared Natural Resources — Skadar Lake, REReP 4.3.23
  • Implementation of the Priority Environmental Investment Programme for South Eastern Europe: Cross-Border Cooperation through environmental planning and investment
