Neutrality and independence: As defined by the REC's charter, the REC and REC's Country Office Network provide a neutral and independent medium for running projects and programmes.   Multi-stakeholder oriented: The activities of the REC Country Office Network target all sectors of society, including national and local governmental organisations and institutions, businesses and NGOs.   Regional, national and local level: With its international Head Office and presence in all 17 Central and Eastern European (CEE) countries, the REC's Country Office Network is able to implement regional, national and local projects.   Recognition of CEE governments: All CEE governments have signed the REC's charter and support the REC and its Country Offices as an independent platform for dialogue, exchange of information and project implementation.
