The report reviews the implication of the Aarhus
Convention on the Kyoto process by introducing the outcome of the
surveys carried out in six economies in transition countries in Central
and Eastern Europe. Methodology applied in the survey is described.

A Central and Eastern
European Perspective (2002)
This report examines activities implemented by six
economies in transition (EITs) in Central and Eastern Europe to reduce
or limit their emissions of greenhouse gases, given the quantified
emission limitation and reduction objectives they have assumed under
the Kyoto Protocol to the Convention. The report seeks to test a set
of criteria for assessing "good practices," within the range
of domestic policies, measures and projects for GHG emissions abatement.
The conclusions from the six national case studies also identify good
practices and appropriate actions relevant to the whole region.
- Complying with the Kyoto Protocol
Requirements:
Capacity Needs in Central and Eastern Europe (2001)
The paper offers a regional summary of the current
ability and common capacity needs in the surveyed countries for implementing
national systems for inventories (preparation, reporting, and review)
and for the Kyoto Mechanisms. The paper concludes with a review of
regional progress, challenges, and next steps for national CEE governments
and the international climate community.

Case
Studies in Bulgaria, Czech Republic, Estonia, Poland and Slovenia (2000)
The papers presented in this publication focus on
the experience of four Annex I Economies in Transition in implementing
AIJ projects. The country reports included in the report provide examples
of country efforts in building a national JI system to streamline
investment. At the same time, they illustrate the significant hurdles
that governments and the Conference of the Parties to the Convention
need to address to make JI investment cost effective and attractive
for recipient and investor countries.
- Economies in Transition after Kyoto (1999)
This report reviews the challenges and opportunities
presented by the Climate Convention and the Kyoto Protocol for Central
and Eastern European countries with economies in transition. The paper
looks at the obligations of Annex I EITs and their involvement in Activities
Implemented Jointly, emission trends and energy reform, and at the activities
countries have undertaken to meet climate obligations.
