Energy Reform and Climate Change

Although future GHG emissions in Economies in Transition (EITs) will be influenced by a variety of factors, energy restructuring is perhaps the most effective policy lever for altering emission trends and reducing carbon intensity. Energy sector reform is expected to increase energy efficiency and reduce waste both in the energy sector and the economy as a whole.
