The objective of the informal consultation held during the SBSTA/SBI meeting in Lyon was to facilitate free exchange of views and perspectives among delegates and experts on two topics:
Joint Implementation, and
Capacity building needs of the Central and Eastern European countries in Annex I.

Participants included Annex I country delegates to the 13th SBSTA/SBI meeting from CEE (Bulgaria, Croatia, the Czech Republic, Estonia, Hungary, Latvia, Poland, Romania, Slovakia, Slovenia), EC, EU member states (Austria, Finland, Germany, Italy, the Netherlands, the UK), Japan, Switzerland and the US. The consultation was also attended by NGOs from CEE and the OECD/Annex I Expert Group Secretariat.

It was organized by the Regional Environmental Center for CEE and supported by the World Resources Institute

The consultation provided an opportunity to openly exchange views and ideas, identify important issues, and improve an understanding of the different perspectives on JI and capacity building needs in the economies in transition (EITs) in Central and Eastern Europe (CEE).

Discussions focused on two topics:
Joint Implementation and capacity building needs of EITs in Central and Eastern Europe. As a follow-up next consultation(s) is planned to be held during COP6 in the Hague, November 13-24, 2000.
